高速“任性限速”该受到强力约束

近日，司机小赵师傅沿京昆高速开车从河北进入山西时，突然的限速变化着实让他有些吃惊，前一条隧道限速还是80公里，相距不到500米的下一条相同条件的隧道限速则改为70公里！如果不修正仍以80公里的速度前进，肯定会收到罚单的。在京昆河北段，限速是120公里，隧道是80公里，山西段限速则是100公里、隧道70公里，这条高速北京至太原段宽窄、平整度、弯道等基本一致，但却是两种不同的限速。（6月30日《工人日报》）

高速公路限速是为保证行车安全。按照道路交通安全法的规定，机动车上道路行驶不得超过限速标志、标线标明的速度。这条规定应当人人遵守。然而，同样宽度的隧道、同样平整的路面、同样亮度的照明、相邻不到500米的距离，两个隧道的限速差距超过10%，这样的限速“规矩”就显得颇有些任性了，要知道，时速超出限定时速10%以上，司机是要被罚款与扣分的。这样的限速就相当于给司机挖了一个“坑”。

像这种高速限速乱象，近年来时有报道。比如去年7月有媒体报道称，在山东的高速路上，有的路段限速降低到110公里/小时，部分路段更是突然降低到80公里/小时，限速波动过大，有车主一个月就被扣36分！一条短短一百多公里的潍高路，限速值20多分钟换7次，局部1分钟一变。前一分钟限速80公里/小时，后一分钟变成60公里/小时，开一会儿立马变成40公里/小时……有媒体批评“上了这条路就像坐过山车”。

在短距离内忽高忽低的限速，不仅容易让司机轻易违章，遭受不必要的罚款与扣分，而且不利于提高交通效率，不利于行车安全。多拉快跑是建设高速公路的初衷，而限速在短时间内变来变去，司机就必须时时注意转换车速，交通效率就提升不起来；司机也必须时时留意限速标志、标线，导致注意力分散，更加容易诱发交通事故，尤其是那种“断崖式”限速。因此可以说，不科学的道路限速违背了限速的初衷。

为维护交管部门形象、交通执法公信，高速的任性限速该受到强力约束。去年，山东“坐过山车”式限速被曝光后，全省开展了为期六个月的道路限速整治，全面排查限速值过低、限速标志缺失、测速提示不到位等突出问题。全国各地都应大力整治道路限速存在的问题，让限速变得更为科学合理。有专家还建议，统一规范全国高速公路指导性限速标准，保持限速相对稳定，以避免限速沦为“执法经济”的工具。
