随着现代人的素质越来越高，也促进了城市明文的发展，而然如今却出现这么个情况，就是在停车上，相比以前是越来越不规范，乱停的车辆随处都是，特别是道路的两边，几乎每天都是有被占用的，不仅有损市容市貌，还会带来不大不小的出行隐患。
难道车主的素质就那么差吗？其实不然，其大家乱停背后的原因，大部分是车位不足致使的，据了解，对于一线城市的车辆跟车位比例大概在4:1，也就是说4辆车当中只有1辆能停在合规的位置的，这样严重失调的情况也一直没有改善到。
而交警这边因为乱停车太多，常常巡查对这些车子开罚单，激起了很多人的抱怨，当然也时有产生交警跟车主之间的纠纷，尤其是那些临停几分钟被罚的车。
为了以“快速恢复道路畅通”为目的，也能体现出更人性化的执法办法，所以现今好些城市出了新措施，就是车上有放挪车码的，也叫违停码，如果车主在180秒内及时配合驶离，那就不会收到罚单。
对于挪车码，是支付宝出的便民服务，推出后很快就广泛被大家所用，因为好处是太大了。

据了解，如今深圳、晋江、杭州、温州等城市都采取了类似柔性化惩治模式。
的确，这种能给驾驶员一个“纠错”的机会，不但能促使违停车快速驶离，也达到了道路畅通的目的。采用一松一紧的方式，达到了给车主教育的效果，而不是一味的罚款，强调的只是结果。
